Who We Are

SOFAB was originally established by its founding members, with its initial Constitution adopted by the General Assembly on December 19, 2021.

To maintain compliance with changing national legal frameworks, the General Assembly met in Rwamagana District (Kigabiro Sector) on January 25, 2026, to review and officially update the statutes (titled Mutarama 2025 / January 2025 during its draft alignment phases). This revision successfully aligned the NGO with the provisions of Law No. 058/2024 of 20/06/2024 governing non-governmental organizations in Rwanda.

Our Journey

2021 (Establishment of SOFAB)

SOFAB was founded by its initial members with the adoption of its first Constitution by the General Assembly on 19 December 2021.

2022 – 2025 (Community Development and Growth)

SOFAB continued strengthening solidarity systems, supporting families, promoting savings culture, and encouraging community participation.

2026 (Institutional Strengthening)

The General Assembly reviewed and updated SOFAB statutes to align with Rwanda's updated NGO legal framework under Law No. 058/2024 of 20/06/2024.

Become Part of SOFAB Family

SOFAB belongs to the category of organizations that pursue the specific interests of their members while supporting broader government welfare initiatives. Membership is divided into three tiers:

1. Founding Members

Individuals who signed the original statutes at the time of SOFAB’s establishment.

2. Ordinary Members

Individuals who formally apply in writing to the Chairperson, commit to the statutes, and are approved by the General Assembly.

3. Honorary Members

Individuals, associations, or NGOs that endorse SOFAB’s objectives and provide support. They serve a consultative role without voting rights.

SOFAB Organization Structure

Our Leadership & Governance

Governance and Coordination Structure

SOFAB operates through four primary organs elected by and accountable to the Supreme Organ (the General Assembly).

The daily management and legal representation of SOFAB are overseen by the Executive Committee, elected for a 3-year term (renewable once). At least 30% of its members must be women. The leadership roles consist of:

  • President and Legal Representative
  • Vice-President and Deputy Legal Representative
  • Secretary and Treasurer
  • Two (2) Advisors

The management of activities, assets, and dispute resolution is distributed across specialized committees:

  • The General Assembly: Composed of all members; meets annually to determine general policy, approve budgets, and vote on membership status.
  • The Coordinator: A dedicated role responsible for preparing monthly, quarterly, and annual operational reports on resource utilization to submit to the Executive Committee and public authorities.
  • Supervisory Committee: A 3-member oversight body (minimum 30% women, 3-year term) that meets quarterly to audit financial management, verify action plans, and report directly to the General Assembly. External independent audits are mandated every three years.

A 5-member internal mediation panel (minimum 30% women, 3-year term) responsible for resolving disputes between members or organizational organs prior to any escalation to competent courts of law.
